CleanR Grupa Subsidiary Vizii Urban to invest €7 million in the state road maintenance
Vizii Urban, the urban maintenance subsidiary of CleanR Grupa, plans to invest approximately €7 million to prepare for maintaining state roads in the Ogre and Riga regions starting in October 2027.
Vizii Urban recently signed five-year contracts with the state company Latvian State Roads (Latvijas Valsts ceļi, LVC). The contracts are worth a combined €34 million.
“Latvian State Roads’ decision to open road maintenance to private companies is a significant step,” said Valdis Purvinskis, Chairman of the Management Board at Vizii Urban. “The interest from bidders in the first procurement rounds shows there is real competition for this work. A broader pool of bidders allows the client to compare pricing, experience, and proposed solutions, and to use road maintenance funds more efficiently. It is also an opportunity for private companies to grow by investing in equipment, expanding their teams, and applying their expertise at a larger scale.”
Most of the planned investment will go toward expanding the company’s road maintenance fleet. Vizii Urban will purchase new trucks equipped with snowplows and spreaders, upgrade its existing tractor fleet, and add equipment to its operating bases around Ogre and Riga.
For residents, this means year-round maintenance of state roads. In winter, the company will clear snow and treat roads with de-icing materials. In summer, it will repair road surfaces and maintain roadsides, road signs, and guardrails, keeping the road network safe and reliable for everyday use.
Until now, state road maintenance across Latvia has been handled by the state-owned company LAU Infra grupa. In 2026, LVC launched a new procurement process for maintenance services that allows private companies to compete for contracts. The goal is to increase competition, secure more competitive pricing, and reduce the cost of maintaining state roads. Six companies took part in the first two procurement rounds.
Vizii Urban has one year to prepare for the October 2027 start by building on its existing resources and capacity. During this period, the company will expand and adapt its equipment fleet, hire additional specialists, develop its network of operating bases, and plan detailed maintenance routes.
Vizii Urban brings more than 20 years of experience maintaining city streets and urban infrastructure. Serving the broader state road network requires additional equipment and a larger fleet, and the company is fully prepared to deliver.
