Competition Council allows Clean R to increase its stake in SIA Ķilupe to 100%
The Competition Council (CC) has made a decision to allow SIA CleanR to acquire the remaining 58.75% of the capital shares of SIA Ķilupe, thus CleanR will become the sole owner of Ķilupe and conclude the merger process between the two waste management companies, informed CleanR.
The CC decision states that as a result of the merger, the market structure will not change significantly, competition will not decrease, and a dominant position will not be created or strengthened in any of the markets in Latvia in which CleanR and Ķilupe operate.

The company has a strong local team and many years of experience, which is an important basis for further growth. By combining CleanR’s experience and efficiency in waste management on a national scale with Ķilupe’s local expertise, we can offer customers even higher quality, more diverse, and more sustainable services,” emphasizes CleanR Chairman of the Board Valerijs Stankevičs.
As a result of the transaction, CleanR will become the sole parent company of Ķilupe while maintaining the local management model. The aim of the merger is to strengthen the quality of waste management services, expand the range of services offered, and develop customer service in the Ogre and Aizkraukle regions and other local areas where Ķilupe has provided services so far.
CleanR is one of the largest waste management companies in Latvia, providing full-cycle services and actively implementing circular economy solutions.
Ķilupe has been operating since 1988 and provides management of household, bulky, construction, and hazardous (asbestos-containing) waste, as well as collection and re-sorting of sorted waste. Ķilupe mainly operates in Ogre and Aizkraukle municipalities and provides services to a lesser extent in other cities and municipalities in the waste management regions of Central Latvia and Latgale.
